Pokemon level does not actually correspond with pokemon moves for roleplay purposes, although they will imply to pokemon evolution. In addition, moves like "Tackle" and "Growl" will not be integrated, for they can be done naturally and not required by a pokemon move. Lastly, a pokemon may have EIGHT moves, rather than the original four in the game; thus giving pokemon a legitimate amount of moves but finite.
